Why does it matter that NSW, NSW ?!? historically owes a good deal of its prosperity to the mining of coal?

Kodak owed a good deal of its prosperity to wet film cameras?

ICE car manufacturers are not allowed to offer solutions towards the EV revolution since they owe their prosperity to the good old internal combustion engine?

I find it very difficult to follow your logic and juxtaposition of seemingly completely irrelevant pieces of information to highlight supposed contradictions when there are none.

I look at every piece of information - or in this case policies that make EVs more affordable to low income earners - and assess it omits merit.
