Yes, quite strongly suggesting that this is where the negotiations are leading - enough benefits/risk-reduction that KCN would be ok with reopening.
And NE sale - get cash, and also improve the cash burn.
The company is not in a strong position to both fund NE and Chatree negotiations.
Stopping the NE expenditure and gaining cash too, makes the Chatree negotiations more affordable (improved the company's chances of remaining a going concern, to get Chatree up and running or sold).
