Everything has it's risk, but to put it into perspective if your concerns prove a problem then I think it fair to expect they will at worst impact a minority of the Comet permit to any significant extent. I would therefore suggest that the worst case is some gloss taken off what could otherwise prove to be extraordinary upside.

I did see something in some PES material to indicate their Dingonose seams outcropped in the Blackwater area to the West, which I surmised might be the same seams/outcroppings?

My perspective is that above these coal seams there are generally vast aquifers that dwarf any meteoric replenishment. I presume there to be barriers, seals, bottlenecks or whatever to in most cases limit water influx to manageable rates.

As I assume you know the right questions to ask, it might be worth you emailing the company with your concerns and asking for their comment.
