Well Zippo, sorry to have misinterpreted what you mean to say.
The way I see it, Canada had a 2040 target and now this has been moved forward by 5 years to 2035, leaving them less than 15 years to achieve the transition.
What tripped me up was your use of the word "plan", which is different to "implantation" or actually executing a solution/plan.
I believe Canada must already have worked out a rough roadmap or plan of how to achieve their 2035 target (article author's opinion notwithstanding). Indeed, other less negative articles than the one I posted talk about interim reviews in 2025 and 2030 to ensure they are on track to reach the 2035 target. Suggests that there is a roadmap, no?
Another advantage Canada will have is that they can look at both Norway in 2025 and the UK in 2030 and see how they have managed to achieve their transitions or what Canada might learn from their experience in case they have not (those are incredibly ambitious target dates).

Noted. Some people have a "can do" attitude, others have a "no can do" one. I read his article for the facts, rather than his opinion. Fact is that Canada has declared a 2035 target date to phase out ICE cars - five years earlier than the previously articulated target. The onus is now on the Canadian government to demonstrate that it is on track to achieve that target.
