Sherbs, you are spot on.
The #1 pet hate for any retailer is out of stocks. This is derived from the fear that if a shopper cannot find a product they will go to another retailer who has it.
Retailers are absolutely obsessed with product supply and each and every supplier is measured daily, weekly and monthly on their ability to meet the orders. Less than 100% fulfilment is unacceptable in their eyes.
If a supplier fails to supply orders then there will be financial costs associated with this failure. (Considered 'lost sales') Continued poor service levels are likely to result in a de listing.
In this case I am not sure if the issue is inability to produce and deliver on time or simply demand planning/ordering has not predicted what appears to be solid demand.
Either way, I am sure FOD are on top of this and we should see an improvement.
Overall, this could be a 'good problem'....if fixed quickly..
