Pre-trade sell order of 198,000 at 39 cents is to take out buy order of 210,000 at 39 cents.
Leaving a small parcel at this price so as not to lower price too much.

As always smart traders/investors use such opportunities (market overhang) to accumulate in the certain knowlege that when the overhang is over share price will move up - strongly.

Miningnut's research has indicated that CBA probably has about 5 million shares to go.
