"SHELL has advised the data appears to be of good quality"
I would not necessarily read that as either +ve or -ve -- they are merely stating that the data appears to be of good quality, ie of a sufficiently high standard on to which to base a judgment.
Which is not to say I don't think Shell will go ahead.
