Try as you may, it's not possible to sugar coat the CR, especially in light of it not being even close to bittersweet for retail holders.

As you mentioned, a significant shortfall of the OT's is/was "pre-payments".

I still can't fathom WHY - with the apparent "phone ringing off the hook" - WHY pre-payment wasn't the first condition of the 1st, 2nd and 3rd OT.
