The royalty payments were pushed out by 12 months. You post should be read as 2024. See the ASX anouncement that comincon kindly posted for you.
The notes accompanying 4C dated 31st March 2021 shows "Summary of Q3 FY21 Cashflows" that US$20,000 was paid to Rice University, confirming that all payments have put back by 12 months.
