Hi maf...boy. I won't reply at length here - my research is not as extensive as it ought to be and discussion really belongs on a FLC board.
But to briefly answer your first question, I suspect FLC are heavily reliant on Third World and Chinese customers who are difficult and expensive to work with and who squeeze them on price.
Water utilities in those countries would, I expect, love to give their people cleaner water, but do the governments that fund them see it as a priority? I suspect not.
