I presume we were both listening to the same presentation? The message I took away, was nothing had been done wrong, just a bureaucrat who hasn't understood what is involved, and we just need to wait for the process to take its course. Yes, unfortunately it might take 12 months or more, but in the meantime there are other assets and jobs that can be got on with. Worst case scenario, the LI(?) will need to be resubmitted.
My only question is, who was the miserable git who suggested that everything was not above board?
