They have $7.5m cash, not $3m.

They said they'll contribute $3m from cash reserves, meaning, that their capital management plan would have them end up still sitting on cash of $4.5m at the end of the $15m investments.

So I guess they didn't want to spend $5-7m, but wanted to spend $15m with some to spare.

They must have budgeted the whole plan to be about that much - I'm guessing 2 years of having excess employees (IT in particular), to get even more features in development concurrently. More than the cashflow can currently support.

Instant transfers, I think was going to be released anyway, so I think it's about accelerating crypto, or any other big features.
