It seems to me that this proposal is a final effort toward showing that IA tried its best to honor their pledge to ban uranium mining before they give up and admit that allowing uranium is the only way to move forward with their aspiration to become a leading mining country. This proposal will fail, as they begin to realize it will put an end to any hopes of independence in the future.
