Desk study is probably a poor choice of words IMO. Like @rego55 said, the studies have already been done by both themselves and many of us holders.
They know what their options are, so seems more like they are seeing
1. how many companies can get get onboard
2. how much can each company commit
3. what can they can afford to build
Interesting about the infrastructure group also ( http://www.myig.com.au/ ) I think this is what Mick has been hinting at
