arbitrage opportunity?

I'm a ROC holder contemplating taking up the placement offer for more shares at a 5% discount to avg price this week (3-7 Aug).

What makes this placement interesting is the fact that institutional investors were sold shares at 0.78 recently, and the price has now fallen to the low-mid 0.70s. At present, if today's price (eg: 0.750) was maintained for the entire week, then us retail punters would end up paying 0.713 per share.

How would the sophisticated investors deal with this situation?
    1. They'd hold onto their placement and wait until ROC traded above 0.78 before selling
    2. They'd be buying into the market to force the price up to protect their investment
    3. They'd hold for the medium-long term if they thought ROC had medium-long term capital gains potential
    4. Some other tactic?

In any case, what is the best approach for traders who want to make a short term profit? Assuming we're talking 5% here, is it worth it for a short-term trader to get say $10,000 worth in order to make a $500 profit after 2 weeks?

    Any ideas or opinions?
