    The CCP is going to be introducing the policies because the declining birth rate is:
    a. not an issue.
    b. a very real, serious issue.

    Do you think the answer is a or b?

    Answer: b. So how am I not open minded?

    The reason it is going to be introducing the policies in the first place is because people are not making babies. It is a reaction to a serious issue.
