I received the offer booklet by post about two weeks ago - was allegedly posted on 1 July. Closing date is 26 July as you mention. Offer was 1 for 7 at 4 cents. You can find the Rights Offer Booklet on the company web site, dated 23 June.
I have applied for my full allocation plus a small amount of shortfall, but I doubt there'll be any. Astounded to find myself in the black after watching Viner & co pee my investment up against a wall for years!
