So I found the PDF for the official AELB statement:

It's in Malaysian, so using Google Translate, it says the license was renewed on 15 August 2019, 5.00 pm.
However, it doesn't exactly stipulate who signed the license.
Presumably according to as you said New Straits Times, Yeo was part of the collective decision, which in turn makes Yeo accept the advice of the 27 other cabinet ministers, and she was the decision maker.
The only way we can finally put the nail in the coffin is if we have Yeo's signature / Yeo's guaranteed statement that she was the one who made the final decision.
