traditionally the commissioners have been the largest business owners in a community, they stand to make the most from buisness expansion in there area, i expect a majority of local residents will end up happy, there will always be some who want more, its a mining community afterall , some will want no chsnge, majority will want a better future and jobs for there children, money into a community gives better hospitals better schools its the lifeblood of a community , how many town have declined to a ghost town when there is no buisness
