Your comparison is flawed if you knowingly have AIDS and knowingly do an action to infect others then yes there should be a level of liability. However covid is different most whether vaccinated or not will unknowingly pass it on. If you are wearing the condom (vaccinated) then you are protected - if you chose to not wear the condom (be unvaccinated) and others choose the same that is the risks you bear.
