I don't recall any firm target saying everyone would be vaccinated by July - it may have been a goal but certainly not an expectation. Actually relative to the other states NSW contact tracing was and still is the Gold Standard - delta has just made it too hard to keep up. As for your last point well that is just PURE political spin.
