jophda Sorry bloke there is a regulation for setting casing before drilling into any potential hydrocarbon zone any where in the world. Setting casing in the seal is done so as to make sure no hydrocarbons can escape out of that zone and has to escape up the casing if pressures are to high so the BOP's can then come into play.!!!!!! Pretty basic that one.
