Yes because he knows that people who don't know anything about CXO will be fooled by the statement.
The project will make 170m after tax, perhaps 200 something m. Looking at similar projects with comparable opex/capex they will need to find a deposit of 80MT - 100mt to get close to this NPV. It's just baseless and bound to disappoint half of HC to say cxo will ever be a 1b Mcap company at this point.
