I believe AKM has done reasonably well in Mongolia. It's a tough jurisdiction for a foreign company and their SARS response has been tough. To expect any more than what's been happening is (IMO) unrealistic.
AKM also has a local director with a large stake in the outcome and AKM is also very heavily involved with the local population, something XAM has not yet (i think) achieved.
