I think "too big to fail" was a fair comment. The comment was referring to Centro's massive property ownership and what a logisticle nighmare that would be to sell over 750 shopping centres, and what diabolical consequences that would have had on the world economy. So from that point of view it was "too big to fail" If Cento only had 50 property's it would have been all over, "too small to survive"
