Good point. Although not an excellent point ... my guess is that a paid consultant's report is commercial-in-confidence and they can release it or not ... same as if they do market research on a product and the result said 'your product is a dud', they can sit on it or shred it. Pharma regularly trims it's paid clinical trial results ... immoral but not illegal.
Compare and contrast an actual event such as a survey result or dry well ... those need to be disclosed.
My guess, as stated ... the report is conditionally good news (nobody ever commisions a report expecting bad news) based on the permit or some future event and that is why it is not released yet.
