No, I do not think so. William wants to make money and is sore at having lost a lot with RED (I think). RED is still capable of making him money if he remains invested. Perhaps he has a closer interest with the region around Siana, in which case the new owner will hopefully get things moving again.
I note that part of the renewed agreement with OGC that allows Didipio to operate again is that a Filippino subsidiary is created that is also listed on the Manila stock exchange. In view of that, it is likely that the new owner of Siana will need to do likewise, if not already listed.
