So... if he was using masks as the medium to have a dig at someone, then he was ridiculing masks to make a point.
He could have had a dig without raising masks all together.
Much like when he was at his rally calling out to laura ingraham, Laura Laura she's here somewhere, oh I didn't recognise her with a mask on, she's being so politically correct..etc.
Could of just welcomed her on stage, no need to mention the mask, I mean she was one of his biggest supporters, but no, ridicules the use of the mask.
