These guys have stock spread over multiple accounts us they obviously keep themselves under the % needed to become a substantial holder.
PIL Doesn't have one Substantial holder outside the Directors.
They don't have to announce there position, if they bid the OMT on this seller they would certainly become a substantial holder looking at the amount they are dropping on market
