There is no way the Board can estimate what is a fair value for the product(s). Bidders will try to get it as cheap as possible and if it is in demand then then bidders will stop at a level they believe is beyond making a good profit - but a cheap bid will very likely be over bid. Once there is a bid that has no liklihood of being over bid then the Board may make a recommendation, but it will only be in their eyes.
