Thats not exactly correct.
The agreement with Total Eren has always been a binding MOU as clearly indicated in their ASX release dated 19/4/21.
"Total Eren, a leading France-based Independent Power Producer (IPP) from renewable energy sources and Province Resources Ltd (ASX: PRL) (Province) (together “the Partners”), are pleased to announce that they have signed on April, 16, 2021 a binding memorandum of understanding (MoU)) to perform a feasibility study in view of potentially developing a major green hydrogen project in the Gascoyne region of Western Australia."
The question remains is has it now been extended to a 12 month binding MOU?
I actually sent an email to head office via their website over the weekend to clarify this with the management team, but unfortunately have had no response as yet and i'm sure their extremely busy with more pressing matters.
