China's crude oil imports jumped 42.3 percent in July from a year earlier to 19.63 million tons, or 4.64 million barrels a day (bpd), the Chinese government said Tuesday.
Imports rose 18.1 percent from June's 16.61 million tons (4.06 million bpd), according to data released by the General Administration of Customs on its Website. Crude oil imports in January-July period went up 5.8 percent from the same period in 2008 to 110.40 million tons (3.82 million bpd). China is the world's second-biggest oil consumer after the US.

On Monday, Kuwait and China decided to build a USD 9-billion refinery and petrochemical complex on Donghai Island in the coastal city of Zhanjiang in China's southwestern Guangdong Province, state-run Kuwait Petroleum International (KPI) said.

The long-awaited project, jointly owned by KPI's parent Kuwait Petroleum Corporation (KPC), Asia's top refiner Sinopec and "potential international partners," aims to gain final approval from the National Development and Reform Commission, China's top economic planning agency, during the coming few months. The plant, slated for completion by the end of 2013, will have a crude oil refining capacity of 300,000 barrels per day (bpd) and ethylene production capacity of one million tons per year. The project is expected to serve as a driving force for Kuwait towards achieving its China-bound crude oil export target of 500,000 bpd by 2015, given that KPC will supply 100 percent of the crude to be processed in the plant
