It could end up being a double whammy. It's a tax that the government will reap huge rewards, but it also could end being an instrument on the markets as a futures and option contract, hence the smart rich will reap the rewards too. I'm not a great believer in conspiracy theories, but all sounds too fishy to me. Perhaps it's just coincidence and due to the natural ability of our leaders to stuff things up.
