I can't say 100% for sure what MVM is approved for already - it must be something to do with facilities being consistent with FDA standards.
What I do know that any new infant formula product that is marked in the USA need to be registered through a submission process that is VERY product specific, so there is no such thing as a blanket approval for a plant to just start exporting whatever formula it produces.

What makes it protracted and difficult that they require evidence of 'quality factors' and extensive clinical trial evidence that the product very strictly complies with FDA nutritional requirements before it can be marketed. My guess is that the MVM facility having FDA registration is a necessary, but not sufficient, precursor to this, so that is valuable nonetheless.
