Thats not exactly true. TLS get approx 450m pa from feds to provide public pay phones and ESS support. Optus get a much smaller amount but is still subsidized by the feds. Being able to offer free public phones is good but tax payers are paying for the gratitous offer not TLS. Happy to be corrected as my figures are 5 years old but pretty sure of my facts

Under the terms of the 20 year universal service obligations contract TLS are paid $44M per year via a levy for pay phones.
