Higher taxes for parents who have more than one kid? Don't think that would fly in the Labor ranks. Would effectively be a tax on the poor as poor people tend to have more kids than rich people.

Restrict the supply of vaccines, medicines and food aid to certain countries or social groups? Morally indefensible.

The only proven non-coercive way to make people produce fewer kids is by improved, more reliable education and health. Worked in Italy and Japan in particular (but now both of those countries face demographic collapse - too many retirees, not enough workers).
