Replacement requires every women to have 2.2 children if I recall correctly. And remember lots of women do not have children. So having two children can not be really be considered as contributing to overpopulation. Most western countries have below replacement birth rates. Japan's birth rate is such that the population of Japan will be 50,000 in 400 years time, assuming the birth rate continues.
