    another help add up, many tenants converted their "deferred payments" into straight discount in return for paying some rent.

    eg if the offer was 25% discount on rent and 25% deferred (as suggested under the code ) the outcome was 45% discount but agree to pay several months of back owing rent and no deferred amount recorded
