I can't see a time when zero cases / lockdown reconciles with 70 / 80 / 90 vacced. Ever.

vacced folkes aren't bullet proof neither. Opening up will still see vac folke exposed / infected / in hosp.

I don't see a way to go from locky D to open, at 80 or 90.
