Given the inherent inefficiency of the internal combustion engine coupled with the lack of power produced when burning hydrogen in an engine compared to liquid fossil fuels, as well as the increasing efficiency and decreasing manufacturing costs of fuel cells, it is unlikely that the internal combustion engine will find much more than a small niche market, but we'll have to wait and see.
