No. Are you serious? Why would they? They are sitting on a 100 year deposit already. Their true value is they are refining. The US had no plan in place for the collapse of Afg never mind deals on its REE. China may in the longer term try to come to some deal with the Taliban to mine REE but that is like playing with matches in a 50 m swimming pool of petrol. Good luck dealing with those psychopaths.
