You need to have been holding on the record date, which was the 13th August.
If it is oversubscribed and a scale back is done, it will be proportionate to shares held on that date,
eg, if one person hold 200,000 shares and onother person holds 500,000 shares and the scaleback is to 50%, then the first person will only get allocated $20k worth of their applied amount of $30k, however the second person will we allocated the full $30k as they are still entitled to 150,000 which is the capped amount.
