BCL had a jv in 3 of 15 tenaments. Even if Si6 wasnt going to mine anything until they knew about BCL they could have still done some test drills etc in the other locations and maybe organised a jv on the other tenaments with another company.
And then there is Monument...
It comes down to proactive versus reactive management
