Lynas did not need a US partner to have a company registered in the US. Forming a corp. in the US is easy and there is no requirement for US citizenship. A US address is required. Many Lawyers supply these addresses. Just look at all the US companies who's corporate address is in Delaware for tax purposes with no presents in the state at all. This is legal and well known. So there must have been some reason to tie up with Blue Line other than wanting a US partner.
Most world wide companies have wholly owned subsidiaries in every country they operate it. Primary reason is taxes but it is also a convivence for contracts and other things. Even simple things like renting a car. If you have a business card and picture ID from a locale registered corp even if your license say US the rate for car drops substantially.
