I agree, there's a few mysteries. Interesting question about a joint application. I guess the two companies felt they could go it alone? And the federal govt might want to spread risk by not choosing a single manufacturer.
i think the biggest risk now is if the Federal Govt is set on politically "punishing" the Victoria Govt by awarding funding to a company based another state I.e. not even to CSL let alone IDT. I'm not sure that is such a big risk, but let's see ...
