IDT has multiple facilities on their Boronia site and I think you'll find they are keeping one of them free for the government.
More than likely it is the large facility built and paid for by Pfizer a decade ago. That facility has seen little use in the last 10 years and will need quite a lot of work to get to a state of readiness. Presumably, the government is chipping in for that.
All of the other facilities on site will continue their revenue-generating activities as normal.
