Apples? Somewhere to live would seem more necessary, but here is my slant on the apple analogy:
The government makes it compulsory for everyone to buy an apple a day - there are great health benefits and the initiative pays for itself with reduced healthcare costs. At the same time the government jacks up immigration and sets up the apple growers regulatory board: This board severely restricts the right of people to grow apples. Although the pronouncements of the board are public, deliberations are secret. Some very odd decisions get made and there is a public perception the the functioning of the board is very dodgy, often seeming to show great favour to a few good griends. This view is reinforced by the frequent judicial reviews and interventions prompted by board decisions.
If it were easier to grow apples there would not be a problem.
