This is generally positive, but in each positive it depends on the expectation.
i.e. if they were expecting a moodys rating upgrade, then this is negative.
If they were expecting an affirmation its neutral (delivered as expected).
If they were anticipating a downgrade due to asset to debt ratio, then this is positive.
I may have over simpified this, but the market tends to react more based on expectations rather than outcomes and others can explain in more depth than I can.
