    No there is not. Once approved for shorting it is a legal trade. In the US brokers can only offer shares for shorting that their clients hold in a Margin account. So if you don't want your shares shorted keep them out of Margin. I have no idea how other countries work. Shorters are no more manipulators than any one on UP side. They are just trying to make money on the down side. They actually stabilize the stock by adding shares when price is high and subtracting shares when price are low. That is only way they can make money. Just like holders have to buy low and sell high. If you go back to when Credit swiss was the agent for the Mt K shares being sold they always took a large short position before there were shares to be sold. They use these shorts to cover many of the shares being sold preventing a big dip when shares came on the market.

    If you look at https://www.shortman.com.au/stock?q=lyc you will see that for day 0.10 shares were shorted, Week 0.17 and month 0.15 this is not enough to effect stock price at all. Every day may times these numbers of shorts are started. Shorts are heavily used by day traders either as a hedge or day investment. It is best to ignore these because over a few days they just make no difference since they balance out. Short man does publish daily activity but the NET activity which is what you see on main page has a delay of 4 days.
