No its not, insider traiding means that someone was trading with information not known to the public. Fair value of a share is public knowledge, Its relatively easy to find out, just have to make some calculations. The share price should be worth 3-4c in my opinion using discounted cash flows and some estimations. Jimmys wife most likely knew the share price was overvalued, and used technical analysis to deduce that the price action was trending downwards.

This is not insider trading, its a smart move made by someone who understands the share market.
